Add new CuttlefishCamTrigger board to HarpTypes

Our VCO1 rig that we use with the SLAP2 now has a "prerelease" version of a new [CuttlefishCamTrigger Harp board](https://github.com/AllenNeuralDynamics/harp.device.cuttlefish-cam-trigger) (made by Bruno and Sonya) to generate triggering pulses for our behavior-video cameras. This is a distinct board from the Cuttlefish and CuttlefishFIP, so I believe it should have its own HarpType for us to accurately add it into our instrument json.
