Missing `data_description.json` files

The spec required a `data_description.json` file for all components. The most recent build is missing a `data_description.json` in the atlas components (https://open.quiltdata.com/b/aind-scratch-data/tree/david.feng/allen-atlas-assets-rc10/atlases/hmba-adult-human-homba-atlas/2025/), and the coordinate-space components (https://open.quiltdata.com/b/aind-scratch-data/tree/david.feng/allen-atlas-assets-rc10/coordinate-spaces/hmba-adult-human-hcp-space/2025/).

It's also missing in:

Should this be moved out of the required files for these components?

More broadly, we're unlikely to gather the metadata to fill in the `data_description.json` for all existing BrainGlobe atlases (even when we get the time, some of the metadata may be lost or never published in the first place!). Is it worth making this an optional file for all components? As it stands, the file is basically optional in BrainGlobe as it will be mostly empty for a lot of the components.

Review the current component specification and validation for the atlas, coordinate-space, and annotation-set paths listed in the issue, starting with the missing data_description.json cases. Determine whether the file is required or optional and document the decision, including how existing BrainGlobe atlas metadata is handled. Done means the requirement is unambiguous and the affected build checks or documentation reflect it.
