Transition from analysis to QC

At some point, analysis becomes stable enough to start documenting analysis metrics in a quality control json. Sci Comp will help users determine when analysis pipelines are stable enough for this process.

Note: users can run analysis pipelines in an automated fashion without posting qc metrics. It should only be after automated pipelines prove stable enough to transition from analysis viewing only to the quality control json and qc portal
