break out project metadata lookup tools to separate page

I think we want folks to use these if they need to update this metadata for scientist-derived data (ie processing is for a different project than base asset or aggregates many assets). Ultimately we'll want helper functions somewhere that do this, but for now we should have a small page that describes these and is referenced both from the scientist-derived data page and the prepare before acquisition page.
