Filter behavior sessions by performance

In the mouse data loader, we could add an optional session filter based on the session table from my behavior pipeline

```python
from aind_analysis_arch_result_access.han_pipeline import get_session_table
df_master = get_session_table(if_load_bpod=False)
```

The filter could be a dataframe query string like `abs(bias_native) < 0.3 and finished_rate > 0.9` applied on the df_master.

- Its not great to add more dependency on the temporary pipeline, but I don't think we have a better alternative
- Its not clear where to set these filters in the hydra config
