Summary:
The pinned version of Pandas [here](https://github.com/AllenNeuralDynamics/aind-data-access-api/blob/498e52548537ad62a9ed710d0c77b5eae30a023d/pyproject.toml#L45) requires that we also pin Numpy at < 2.0. Pandas 2.2 is now over 2 years out of date. Can we update the Pandas dependency?
