Some `OdorSites` as being instantiated but not result into hardware events

This is not super problematic but likely an edge condition around block switches. I have confirmed that the harp-data is not compromised (i.e. this is not due to the messages being dropped). Instead, it seems to be due the site being instantiated but immediately cancelled
