Missing link to access Cookies Setting

## Description

At the very least, the landing page of CFE should have had a link at the bottom of the page to trigger open the Cookies Settings panel for user access even after they have submitted their consent.

## Expected Behavior

A link at the bottom of the page labeled with "Cookie Settings" as seen on https://cfe.allencell.org/
