hard to tell what the plotly buttons do

## Use Case

some are modes and some are commands and you can't really tell.

From a first time user, the tooltip
"zoom" and "pan" for the plotly
functions are not very intutive, especially
they don't react when I click on them

## Solution

Change tooltips on the Plotly controls? "Click and drag to zoom"
