Tutorial/App Usage Overview

CFE has many useful features!

### User needs statement(s)
As a new educator or student, I want a quick overview of the capabilities of CFE that I might otherwise miss when finding my own way. Some users requested a video tour, others an in-app tutorial.

### Requirements
cover all the most important features of the CFE app. We need to determine what those are. I believe we can do an "onboarding / app tour"-style tooltip sequence. But totally open to other possible ways.

### Deliverables
Determine technical risk by making sure we could implement an in-app tour with the existing ui framework.
Design in-app tour - determine sequence of items and descriptions of the items.
