Description

When the plugin starts up we should use `torch.cuda.available()` to check if the user's cuda driver is compatible with the version of pytorch installed on their system.

if incompatible, do `nvidia-smi` to check if they have a gpu on their system, and if they do,`nvcc --version` to check the version of cuda currently on their system, which may require error handling if the user has no GPU available on their system. Display all relevant information about their gpu/cuda drivers, a link to pytorch versions and a link to our documentation on how to install pytorch.
