[Pre-release] Rename to allencell-segmenter-ml

goodbye `allencell-ml-segmenter` and hello `allencell-segmenter-ml`

There's a lot of places where we have to change this, so I think it would be best saved for after we have beta users test and are just about ready to release to pypi.

We have to notify infra about this name change for trusted publisher to pypi
