Model Selection: Show/Hide tab modules depends on the user's selection

### Description
For the model selection section, in V1 version, we'd have 2 options: 1. Start a new model, 2. Load an existing model
> For option 1 - Start a new model:
> - all 3 tabs will be visible/enabled, in the order from left to right: Curation, Training, Prediction
> - Curation is opened by default
>
> For option 2 - Load an existing model:
> - only Prediction tab is available and is open by default

Default behaviors:
- by default, "Load an existing model" radio button is selected; but there should be no model pre-selected from the dropdown. All 3 tabs are clearly disabled (dim/hidden) - ticket https://github.com/AllenCell/allencell-ml-segmenter/issues/286
- if an option is selected by user, the tabs' visibility are updated accordingly
