Enable [+Create] button for Excluding Mask

### Description
Currently user must finish & save a merging mask before they would be able to create an excluding mask.
Excluding mask's [+Create] button should be enabled at all times by default

Double-check with @yrkim98 & @saeliddp: does it still matter that the merging mask must be created & saved before an excluding mask? We were concerned that a merged image (a combined image from seg1 & seg2 using the merging mask) must be created first before an excluding mask can be save, but now that we no long create a new merged image, and both merging mask & excluding mask can be fed to cyto-dl.
