百度网盘上传优化

### Describe the bug / 问题描述

百度网盘选择动态api上传，白天正常，晚上上传到99%就没有速度，就这样一直上传着，偶尔报错重试，但大多数时候等1-2小时还在上传（速度几乎为0）。如果我换成固定api，比如d.pcs.baidu.com，就可以上传成功。
我测试BaiduPCS-Go也没有啥太大问题

是不是可以优化一下，选择了动态api，如果上传速度过慢且超过n分钟就换其他api上传该分片
