[Feature]允许设置在上传时选择是否默认勾选“尝试秒传”

### Description of the feature / 需求描述

可否添加配置项，（使用本地存储时）允许用户在上传时选择是否默认勾选“尝试秒传”

Alist在上传操作会默认选择“尝试秒传”，以及此前的上传操作会记得是默认覆盖同名文件。

一般传输小文件时不太会有差别，但是偶尔上传大文件（使用本地存储），就会连着出现类似如下情况：

经常没注意到右侧已经勾选“尝试秒传”，页面一直停留很久。
取消上传任务后，取消勾选“尝试秒传”，等待上传完成后，才提示已有同名文件。
希望可以增加配置项，允许用户配置默认上传选项。
