### Description of the feature / 需求描述
希望115open能和原先的115网盘一样增加速率限制，我使用beyondcompare同步文件，由于基本上只会有文件夹级别的变动而无文件内容的变动，曾经能用速率限制不触发封控，但是现在115open版本无速率限制，导致有时候文件数量一多便触发风控
