add upload in header button

### Description of the feature / 需求描述

The current upload button is relatively hidden. By default, you need to expand the tool menu and select the upload button.

### Suggested solution / 实现思路

Can the upload button be placed directly on the right side of the title bar (to the right of the view button)?
Or you can use the options to make the tool menu always stay below the title bar.
