希望可以分别设置用户对不同文件夹的权限，例如某用户对公共文件夹只能访问和下载，对个人文件夹有上传和删除功能

### Suggested solution / 实现思路

在用户管理界面，可以自定义该用户对不同文件夹的访问权限，而不是统一设置
