Data migration with constants in queries

It is a practical necessity to be able to use constants in conjunctive queries within data migrations.

This could be treated as a special case of #577, regarding constants as constant functions (`Sets.ConstantFunction`). Similarly, constant functions are already used to apply query parameters in the UWD version of conjunctive queries and so the limit pipeline already has the necessary optimizations.
