We ought to be able to pass in a C-set that has `0`s for some of its entries and still obtain a notion of symmetries/generators/hashing. This would be very useful in [ModelEnumeration](https://github.com/kris-brown/ModelEnumeration.jl) so that we wouldn't have to work in C-Rel.
