Add Applied Filters component

### Context

Applied filters component on Search Page was proposed as part of keytar kurt but since there aren't enough filter fields for this component to be valuable, we decided to include it in a future iteration.

### Problem or idea
Applied filters indicates the set of applied filters on top of the search results so the users do not have to scroll up and down the set of filters to uncheck filter selections.

### Solution or next step

Documenting it here so we can incorporate it in a future iteration when it becomes appropriate.

Start by reviewing the Search Page and its current filter set to determine whether a future iteration has enough filter fields for an applied-filters component. The issue names no files or tests; done would mean showing the applied filter selections above the search results and supporting the intended unchecking flow.
