Make it possible to admins go back the workflow after the review is published

## Background Information
The ideai is to return to the fact-checking workflow, not only hide or delete, that's why we need another action.

## Use Cases
As an admin I want to unpublish a claim review report and return to the fact-checker for re-work, so we can improve the report quality even after the publish.
