Script to create a Dataset of the Database and store it in S3

### Background Information

In order to contribute to an Open Data world and also save our servers from crawlers, we should create an open dataset repository with the data we have in the Database.

### What
We can create many datasets, but we should start with the Claim Review dataset first.

### How

Create an script that read through the entire database and create the dumps for the datasets we are willing to provide.
