Load models trained for Dengue and test them with Chik and Zika

I have adapted the random quantile forest module on InfodenguePredict to run for a whole state using the clusters for each city as predictors, i.e. the `qf_state_prediction` function. The function now saves the model for each city after fitting.
Now It's a matter of loading the saved models and attempting to predict for chik and Zika.
