why 2.13.0 "@babel/runtime" in dependencies，not devDependencies.

My project will report an error when updated to 2.13.0
```
Error: 'import' and 'export' may only appear at the top level v-tooltip
```
Because "@babel/runtime" in dependencies，not consistent with what I used for my project.
