Playwright: User Registration test

# What is currently missing?

The user registration was recently updated to the new look UI for Klaw.

# How could this be improved?

Add playwright automation tests to ensure that the registration process is able to handle
1) Users with a regular [a-zA-Z] username
2) Users with an email address as a username
3) Users cant register twice before an admin approves or declines their requests
4) Users can attempt to re-register after they have been declined previously with a username
