Video freezes when switching between front and back camera on Android

### Version of the agora_rtc_engine

Happens on `6.5.3` and `6.5.2`
Everything works as expected on `6.5.1`

### Steps to reproduce

1. Join a call with another user
2. Enable video
3. Call `switchCamera()` on local user
4. Observe video frame on remote user

### Expected results

Video feeds toggle between front and back camera
