Add Cause resource

## Expected Behavior

Create a json resource endpoints for the Cause schema.

## Current Behavior

There is no implementation of Causes resource
## Possible Solution

`mix phx.gen.json Causes Cause causes name:string description:string end_date:datetime`

The resource would provide endpoints to access the Cause resources
