Layout: Create first version of floating menu and home page

Done criteria: Floating menu appears on About Page (and other pages) with a link to the About page that looks like the current Agile Ventures production website (see issue #34) and to a dummy home page. Content for home page can be anything, both the content and the layout for this page need to be redone.
