Port articles site to React

Port the articles frontend from Flask/Jinja templates plus ad hoc JS to React. The Google sign-in rollout regressed in ce8e8aa because GIS could load before our global callback was registered; React components and frontend tests should make auth script lifecycle/state handling less brittle. Keep current routes, comments, SEO, and client-ID-only Google sign-in behavior.
