centralize logs as a platform feature

- support a logging backend (collector/storage) plus the Fluent Bit DaemonSet config to send logs to the collector.
- Decide on whether we will ship a collector as a part of platfrom itself, for easy visualization through the UI shipped as a part of the platform.

No files, tests, or entry points are named. Start by defining the logging backend, collector and storage responsibilities, then determine how the Fluent Bit DaemonSet will send logs. Resolve whether the platform ships the collector and how its UI will provide visualization before implementation begins.
