Prefer enum classes in C++

Since all our system code is now C++, we should use enum classes where possible. This means converting all instances of `typedef enum {} name_e` to `enum class Name {}`. All the dumb typedefing we still do is arguably cruft left over from the legacy C code. This should be a zero-cost change from a compiled binary size POV.
