Project proposal : Standards of Fundamental Astronomy

This basic library is used for all calculations about earth and planetary motion, and I think this would be beneficial for us to have an up-to-date Rust port of this lib. If all goes well, I will be starting the work on this new crate in the upcoming weeks, but please feel free to let me know if you would like to help :)
