## Description:
If the API is not available use cache from compile time.
Since downloads are handled by GitHub we can still be useful even if the API is offline.
Difficulties: Requesting a current version during compile may complicate the build script.
## Acceptance criteria:
- Connection to API fails: local fallback must be used
