.jar resource file downloaded multiple times in a short period of time.

I've had the same issue with version 1.6.3 so I've updated javaws to version 1.8.3. The problem is still there.

I'm using icedtea javaws (version: icedtea-web 1.8.3 to distribute my java application.
My app is a long running application that runs for long periods of time (weeks or months).

The application jnlp file and the resource MyApplication-1.0.jar file are hosted in an apache web server.
I've noticed in the access logs that some clients are requesting the jar file multiple times in a short period of time.
This randomly occurs over time and with different clients, all them running the same javaws version.
