Convert generic CSS and JS rules to uBlock properly

These generic AdGuard rules:

```adblock
#%#//scriptlet('set-constant', 'foo', '1')
#$#body { background-color: yellow !important; }
```

should be converted to uBlock as

```adblock
*##+js(set, foo, 1)
*##body:style(background-color: yellow !important;)
```
