Clarify "GitHub comment" will be pre-formatted as quote

Just noticed when I was submitting a report that above the section for "Describe the problem and the steps to reproduce it", it simply says "GitHub comment, Markdown format".

As I thought we could use markdown formats, I included a quote in my comment.

However, when looking at the submission, my comment was already formatted as a quote, so my markdown for formatting a section as a quote was ignored (See https://github.com/AdguardTeam/AdguardFilters/issues/227777).

Could we either refine the heading to say something like "GitHub comment, will be pre-formatted as quote", or display the comment without a pre-formatted quote to allow all markdown?
