Validate no filters if 'filters=' is sent in query string

for example, sometimes users disable all filters and use only DNS Filtering.

in that case, if they report via the app, for now they can't get through the Step 4 and have to choose at least one filter.

I suppose if `filters=` is sent in query string we should let them pass Step 4 without any selected filters, because they don't use any, so reported info should be relevant. and of course we should make a mightily notice that filters are disabled and user should turn them on
