Limiting speed to each user

Limiting speed to each user

Thanks, simple and working. I would like to add a configuration to restrict all connected users.
So in this server I will use it for several devices, for example phone, pc and other apps. How do I limit the speed to each user or device connected to Squid.
For example, each user will get a speed of 5mbps
