Support passing rules directly to the programmatic API

Currently, HostlistCompiler only accepts source as URLs and will automatically download them using `@adguard/filters-downloader`. However, in some cases, the filters might already be downloaded/cached somewhere locally and could be used directly instead of downloading over the Internet.
