Filter HTTP/3 option causes ERR_QUIC_PROTOCOL_ERROR/ERR_CONNECTION_CLOSED errors sometimes

### Issue Details

First case

Steps to reproduce:
1. Enable Base filter
1. Enable `Filter HTTP/3` option
1. Open web browser
1. Navigate to - `https://ad.doubleclick.net/`
1. At some point error `ERR_QUIC_PROTOCOL_ERROR` should occurs, if not:
1. Close web browser
1. Repeat from the second point

Second case

Steps to reproduce:
1. Add to user rule:
```adblock
||example.org^
```
2. Enable `Filter HTTP/3` option
1. Open web browser
1. Navigate to - `https://example.org/`
1. At some point error `ERR_CONNECTION_CLOSED` should occurs, if not:
1. Close web browser
1. Repeat from the second point

### Expected Behavior

No errors.

### Actual Behavior

Sometimes there is an error `ERR_QUIC_PROTOCOL_ERROR`/`ERR_CONNECTION_CLOSED` when there is blocking rule.
