Do not accept exception-only modifiers combined with advanced rule modifiers

Currently, you may add rule `@@$elemhide,csp=` where elemhide actually won't be applied. We need to clarify which advanced modifiers and exception-only modifiers can be combined (e.g. not a single one?), to not to try to process nonsense.
