Support position-based arguments for HTML filtering

### Issue Details

As commented in https://github.com/AdguardTeam/CoreLibs/issues/94#issuecomment-2241329288, sometimes tags can be distinguished only by their position but not their contents.

### Proposed solution

Support all or part of these in native CSS selector, or something equivalent:

nth-of-type
nth-child
nth-last-of-type
nth-last-child
+
~
```

### Alternative solution

More complicated, but possibly xpath may be an alternative
