There's a new major update in SafariConverterLib, version v4.0.0:

### Important changes
1. `url-filter` conversion has been changed, it should greatly improve the time required for Safari to load content blocking rules.
2. Web Extension now uses `browser.scripting.executeScript` API to apply JS and scriptlet rules. It solves quite a few filtering issues.
