Improved sort order of language specific filters list

### Problem Description

Filters order is weird.

### Proposed Solution

Change to alphabetical order (filter name or country name).

It would be good to distinguish between AdGuard filters and others.

It is a little difficult to find the requiered filter.
UI language is Japanese.
