Do not change rules order in user filter

### Expected Behavior

After any changes of the rules in the editor, the order of the lines must be exactly as it was when you clicked Save.

### Actual Behavior

Disabled rules are moved to the end of the list when you exit from `User rules` and open it again. Very annoying behavior when you work with more than few rules.
