描述

### Issue Details

- **AdGuard version:**
4.2.2
- **Device model and storage size:**
iPad Pro 12.9 256 GB, iPhone 12 Pro 256 GB
- **Operating system and version:**
15.1

### Expected Behavior

Using the AdGuard widget to enable Safari Protection enables protection.

### Actual Behavior

Using the AdGuard widget to enable Safari Protection does not enable protection until the main AdGuard app is launched.

1. Disable Safari Protection if it is enabled.
2. Using the widget, enable Safari Protection.
3. Browse to https://adguard.com/en/test.html. Safari Protection is still disabled.
4. Launch main AdGuard app (and wait for updates to complete if applicable).
5. Browse to https://adguard.com/en/test.html again. Safari Protection is enabled.

This is reproducible every time on multiple devices. This does not effect the DNS Protection toggle, as that toggle launches the main app.

I have Background App Refresh disabled.
