App Management Tab - Give us back control

This is also tied to issues, AdguardTeam/AdguardForWindows#5916 AdguardTeam/CompatibilityIssues#73 and AdguardTeam/AdguardForWindows#6027

### Proposed solution

Please grant users full manual control over the "App Management" tab. I would like the ability to add and remove entries manually, rather than having AdGuard automatically populate the list with unnecessary entries that clutter the interface while causing performance and stability issues.

Any app not explicitly added by the user should be automatically ignored and left unfiltered by AdGuard. As an advanced user, I feel that recent updates are gradually stripping away user control. Giving us back autonomy over app management is crucial for power users like myself.
