### Issue Details
For several AdGuard 8 Beta version, when updating the main program, the protection won't enable.
Steps to reproduce:
1. Install e.g. [8.0.0 (5560)](https://github.com/AdguardTeam/AdguardForWindows/releases/download/v8.0.0/AdGuard-8.0.0-.5560.exe)
2. Change to SockFilter, Enable HTTPS filtering. Maybe also restart PC, it might be relevant.
3. Update to e.g. [8.0.0 (5602.2)](https://cdn.adtidy.org/distr/windows/test_builds/AdGuardSetup-v8.0.5602.2.exe) I just updated by doublick the exe and installing it
4. Check the main screen, AdGuard is stuck at enable protection.
You may think, `Exit AdGuard` and press `No` to let run Service not in background, restart AdGuard may fix the issue. Unfortunately it will be still stuck to enable protection. The only way I found to fix this is restart the computer.
**I have sent a Debug Log to [qa@adguard.com](mailto:qa@adguard.com) with [Windows] #6155 in subject. When I created the Logfile, it was after update and stuck enabling the protection.**

Protection is enabled after update
### Actual Behavior
Protection tries to enable forever
